| Description | NGOs in East Timor were encouraged to form an umbrella organization to coordinate and distribute emergency aid to the community due to the scarcity of food in 1998 resulting from the drought in 1997/1998. The NGOs agreed to form a coordinating Forum between NGOs that also functioned in coordination with the government in assisting the community. At that particular time, NGO BIAHULA coordinated the informal umbrella organization. |
